Why doesn’t Nebraska senator Ben Nelson, a democrat, support the climate bill?

Ben Nelson does not support the climate bill because he feels that he can not push the bill to the farmers in his native nebraska, and says “I  am not about to surrender any of my votes on the basis that there are now 60 members of my caucus”. In addition to taking an issue voting approach rather than a caucaus based vote, Nelson feels that the bill wont be able to pass in the current sesssion of congress anyway.
