Why does the UK cycle more than we do when we have better weather?

There are two big reasons. The first is culture. In the ’50s and ’60s, American media glamorized the interstate highway and the idea of owning your own car. Today Americans are still in love with the idea that driving a car makes you independent and free.

The second reason is geography. The UK is much smaller than the US, and has fewer mountains, river canyons, and other natural obstacles that would require building a road to get through. This makes bicycling a more practical means of transport in the UK.
