Why does the top layer of snow get hard but underneath its still soft?

    The sun melts the top layer slightly and then it refreezes into ice.

    Yes, the surface area of snow is able to turn to ice when it refreezes from water because the surface area is what is in the most direct proximity to the cold air. It is like how ice in a tray freezes from the outside in when put in a freezer.
