Why does toilet paper break down so quickly?

It’s made of cellulose and cellulose degrades over time. Cheaper stuff can dissolve in water. Most take about a few months to break down completely.

As explained in THIS ARTICLE toilet paper and other sanitary products are made using a method that “crimps” the paper.  By doing this the paper is made softer and weaker, thus more easily broken down when used.
