I am pretty certain that my physics teacher once said it is because thunder clouds are still high enough to reflect sun’s glow.
I am not really sure of what effect you are refering to, but it could be just the contrast between the stormy, dark sky and the blue sky once the clouds have cleared that make it seem brighter. Similar to when you have had your eyes closed for a while and then you open them to a sunny day, you pupils can’t adjust fast enough to the change in light and everything seems really bright.
