Many of the times it can be they amount of water the tree is getting, if you do water regularly than I would suggest pruning.

Only one-year-old branches bear fruit, and peach trees need to be regularly pruned. Older branches produce unhealthy fruit or no fruit at all. Pruning allows you to remove dead branches and opens the tree to insure adequate light distribution.
Young, fruit-bearing branches that do not get enough light often produce fruit that drops before maturity.
