Why does Olympia, Washington get more rain than Seattle?

Mainly due to geography and topography.  Seattle is located in between the Olympic Mountains and the Cascade Mountain Range, and much of its weather is influenced by the Puget Sound Convergence Zone.  Olympia doesn’t have the same mountainous precipitation shield, and its weather is much less dictated by local topography.
