Why does NASA’s James Hansen say the Earth would be better off if the Copanhegan climate talks collapse?

Hansen believes that the talks in Copenhagen are building upon the wrong initial effort, and that instead the world’s nations need to start over and define a new response to climate change. He says the focus now and in Copenhagen is a cap and trade system with offsets, and instead espouses a carbon tax on polluters, with the money returned to the public. In his words the cap and trade system is “greenwash”, and only hitting the polluters in the pocketbook will have a significant impact on reducing carbon emissions. He also believes that the emissions cuts currently being discussed are not enough.
