Why does Montana have non-attainment areas for air pollution levels if the population is so sparse?

    The Clean Air Act mandates that the EPA designate areas as non-attainment based on air quality data, planning and control considerations, as well as any other air quality issues it deems appropriate. Population density does not appear to be one of those considerations.
