It is part of a plan to shift the emphasis from temps to full-time workers in order to increase employment. This was part of the platform of the new Prime Minister, Yukio Hatoyama. Unemployment has been very high in Japan recently as companies try to cut costs. The hope is that companies will be forced to hire full-time, improving the job market and the economy, if they are no longer able to higher temp workers.
