The reason that eyes take a little while to adjust to darkness is due to the physiology of the eye. Your eye is made up of several different parts, the parts that play the most role in this reaction are rods and cones. Cones perceive color when light is present. Rods perceive black and white. There are many many more cones than rods. So when the lights go out, the chemicals break down and reform, when this occurs, the rods, detecting black and white can determine what is in the room.
