Why does it take different amounts of time to cook stuff at different elevations?

In higher elevations water boils at a lower temperature, so it takes longer to cook your food in it. Also, baked good rise faster at higher elevations, which throws off the cooking time, some times you may even need to adjust the ingredients a little bit for high elevation baking.
