Why does elevation change cooking times and temperatures?

When you boil water at higher elevations the lower air pressure allows for the water to boil quicker. Since the water is at a lower temperature when boiling, foods will take longer to cook. For example, pasta will cook slower at 10,000 because the water boils at a lower temperature.
