The biggest problem facing Chicago’s faltering recycling program is poor budgeting, which in turn leads to a lack of cohesion between public and private recycling programs (different rules apply to different people, depending on where they live and how heavily the laws are enforced). Many people are frustrated by the difficulty of recycling and often choose to forgo recycling in favor of just throwing things away, which is less problematic for many individual households.
