As with any effort to pass legislation, politicians must please their campaign contributors if they expect to get more money the next time they run for office. Since members of congress have to please their campaign contributors as well and many of those contributors may be oil companies or other corporations that would not benefit from a new climate bill, many members of congress will not allow a climate bill to pass. Although Obama does not rely on oil companies for the bulk of his campaign money, several other politicians do get contributions from oil companies.
