Why do you have to be drawn to hunt elk in certain states?

    Not all states or regions have an elk population that can maintain healthy herds if an open season were allowed.  By restricting the number of people that can receive elk permits by hosting a drawing, the state is ensuring the elk population will have a chance to recover their numbers after hunting season.  Remember that people are not the only ones who eat elk.  Wolves rely on elk as a food source as well.  The Fish and Wildlife Service must keep predators kills in mind when considering having either an open season or restricting hunting by hosting a drawing.
