A sunburn with blisters is considered a second degree burn, which means that two layers of skin have been effected, the epidermis and the dermis. It is the same as getting a second degree burn from any other heat source.
First degree burns are less severe and injury only the dermis while third degree are the most serious causes injury to the epidermis, dermis and subcutaneous tissue beneath the skin.
