Wolves live and hunt in packs. While domestic dogs may still exhibit pack behavior and still occasionally howl, the process of domestication has weakened these behaviors. Wolves howl because they need to: packs must keep in touch over great distances in order to survive. Domestic dogs, however, have no such need. Some domestic breeds simply lack the vocal or behavioral equipment for a proper howl — it has been bred out of them. (When was the last time you heard a good howl from a chihuahua?)
