Why do we think that Octopus are so smart?

It is theorized that an octopus has an intelligence level equivalent to that of a dog.  Octopi are high in protein and have no protective shell, thus making them an attractive meal for predators.  They tend to travel alone, not in packs, so survival poses a complex challenge.  They have been observed to use coconut shells as shelters, which is debatably considered tool use.  In 1991, there was a documented instance of an octopus stacking rocks to create a barrier like a fort walls in an opening to a shelter.
