Why do we see so little on the news about Vice President Biden?

The media presence of a Vice President is largely decided by the sitting administration.  The reasons Biden is not in the news as often are numerous.  Perception is one; that is, Biden cannot be seen as more active than Obama or else the President appears weak.  History is another, as Biden is known for politically incorrect comments and gaffes that can embarrass or hinder himself and his staff.  Another reason is constitutional obligations.  The Vice President has few duties, the main one of which is to preside over the Senate and vote when there is a tie.  The position has famously been described as “not being worth a warm bucket of spit,” and thus the VP may not be seen a lot.
