The light coming from stars is constant. When stars twinkle or fade, it is because of what’s happening in the Earth’s atmosphere. Turbulence in the atmosphere causes the light from stars to be refracted at different angles, changing the brightness and position of stars to our eyes. This is also the reason why stars can appear to change colors. Planets, however, do not appear to twinkle most of the time because they are much larger to our eye and atmospheric changes don’t appear to us as easily.
