Why do some lakes only allow 4 stroke engines?

They are EPA approved, so only allowing 4 stroke engines is an environmental thing. Banning. They are accepted at any body of water, cause less pollution, have good fuel economy and there is no oil/gas mixture. A 4 stroke engine is also quiet and smooth. However, they are heavy and often expensive to repair.
