In captivity, pandas seem to have little interest in mating. According to the wwfchina website, they have not adapted well to being in pens and around humans and this is affecting their breeding habits in captivity.
An MSNBC article reports that at least one male panda, Chuang Chuang, in Thailand was too fat to mate and caused the female discomfort.
Additionally, it is very difficult to determine the sex of pandas. At one point, I believe at the national zoo in DC, they were attempting to mate two male pandas due to a gender assignment mix up.
