Why do small island nations do such a better job of managing their fisheries than we do?

Small island nations have smaller populations and therefore less strain on their natural resources, including fisheries. The United States has a great demand for food, including fish, because of our increasing population. Small island nations take what they need as needed, thus regulating fisheries and other natural resources.
