Why do renewable energy target in the EU dwarf those in the US?

In general the European Governments aren’t as completely incapacitated as ours here in the U.S. While there is no official US targets as far as I can tell, there are some state Renewable Energy targets. There are many private sector interests that do not want to see any real action toward renewable energy policies. They are buying the elections, or at least choosing who runs. The history of the Halliburton corporation is a good example of this phenomenon.

The EU baseline is 20% by 2020 which is in line with IPCC (Intergovernmental Panel on Climate Change) suggested cuts.
