Why do the Philippines have so much flooding?

The Phillippines are a chain of islands between the South China Sea and the Phillippine Sea.  Much of the land boardering the shore of these islands is at or just slightly above sea level.  The flooding you hear about on the news is likely because there are very populated areas near these low lying lands, making flooding easier.  Click the link below for an elevation map of the phillippines.  http://www.maps.com/moreViews.aspx?pid=2298
