This question may have one of a couple different answers depending on the scenario. If you are talking about driveways made with paver stones, then moss, short grass, or small ground cover grow in between the stones and need water. If you are talking about pavement driveways then you might be thinking of people using pressure hoses to clean their driveways.
Another possibility is, if they have a dirt driveway, during the summer it can get very dusty if cars are driving over it often. Keeping the dirt a little wet gives it weight, so it can’t be lifted into the air as dust.
