Why do people say that in a nuclear blast cockroaches would be the only thing to survive?

This mainly stems from emotional feelings towards cockroaches and their resilience, although really it encompasses most insects. Because humans have soft tissue in bone marrow and don’t molt like insects, we’re more susceptible to radiation. While cockroaches can withstand a lot more radiation than we can, other insects may actually be even better at surviving a nuclear blast.
