Why do people complain about mudslides in California, when it is their own fault for building where they shouldn’t, and California desperately needs the water?

Well the problem is that these mudslides are killing people and destroying houses, much like the midwest tornadoes that rip through the flat lands. There really is a risk of natural disasters anywhere you live.  Humans have a history of forcing the land to live around them, instead of living around the land, and this is not just in California.  Take Venice for example, built on the water where all inhabitants risk flooding.  The site below is a Q&A where people typed in their personal opinions about living in that west-coast state.
