Batteries produce a chemical reaction which creates the electric current. In cold weather, this chemical reaction happens more slowly and produces less electrical current. In the case of the Nissan Leaf, which operates primarily on battery power, this can pose a problem.
However, the 2012 Leaf comes with a standard cold weather package, including a battery heater, heated seats, heated mirrors, and a heated steering wheel.
