For the same reason that any international meeting has a large carbon footprint. Air travel is extremely carbon-intensive, especially in the private planes many politicians will be using. Housing the people and feeding them, and providing energy all emits carbon as well. However, I like to think of the meetings as a carbon-negative, because (hopefully) the agreements and policies they come up with will far outweigh the carbon footprint used in the meeting.
