Fog lights are usually lights that give off a more powerful beam of light. You need a little more light to see in the fog. So, using a more powerful light will eliminate (or at least reduce) problems with vision. It’s as simple as that!
Also fog lights when used in foggy weather are lighting the road from a smaller angle of attack, which typically is below the fog line. Normal headlamps would light up the fog directly which wouldn’t make the road easier to see.
