Though it may sound simplistic, very often they do it because they are bored, and chasing their own tails offers physical and mental stimulation. It might also be that every time they do this, they get positive reinforcement from their humans in terms of affection and amusement. They will do it if they want extra attention. Also, if they have fleas and ticks on their tails and are feeling uncomfortable, they will want to bite their tails and will hence chase them.
