Why do companies try to cut emissions so much right away when they need to start small?

    Most of those companies are given deadlines by which they must have reduced their emissions. But, they typically wait as long as they possibly can before that deadline to begin working on the problem. So, they are forced to scramble and rush to find ways to cut emissions, when they could have been working on it gradually, as you say. It would make a lot more sense, but most large corporations do not want to devote their energy to reducing energy or pollution.
