I can only speak for China and this is only based on personal observation, but bicycling is more common because cars are more of a luxury item. Only those who are well off are able to own cars, and it’s seen as something of a status symbol. Most people use public transportation like buses or subways, sometimes in conjunction with a bicycle. Taxis are available too, but those can get costly, though there are just as many taxis as there are private cars on the streets of Beijing. The prevalence of biking as a mode of transportation in China seems largely due to the huge expense of cars, as the average person just doesn’t make enough to purchase one.
