Similar to the same reasons many other cities are banning petroleum based shopping bags: They fill landfills, are energy intensive to produce, often taint recyclables, are notoriously expensive to taxpayers, etc. Plastic bags are pretty awful, and cities are starting to recognize their environmental impacts.
Seattle actually also almost passed a similar measure, but when the referendum was put to a vote, citizens voted it down overwhelmingly. It would have taxed everyone for using plastic bags similar to the Toronto plan.
