why did the governor of California vote to revoke the carpool lane privileges of hybrid cars?

The carpool lane privileges were actually supposed to come to an end a year ago.  Fortunately, the permits were extended so that they do not expire until 2011.  Although hybrids will no longer be able to drive in the carpool lane without a second passenger, electric, natural gas, and fuel-cell hydrogen vehicles will be able to have HOV permits until 2015.  So it is not necessarily that the governor revoked them, but more that he changed the term and conditions of the passes.
