Why did the DOE have to guarantee a loan for the new Arizona solar plant?

    Through its loan guarantee, the DOE is sharing some of the financial risk — the program in general exists to help encourage innovative technologies that haven’t yet found acceptance in the commercial marketplace, or where private investment isn’t exactly up to snuff. You can infer that companies wouldn’t have been willing to support the new Arizona solar plant without the guarantee — they might have found it too risky, or rated its prospects badly.
