Why did Congress decide in 2005 to exempt natural gas fracking from the Safe Drinking Water Act?

This sounds so shady to me. Who is writing these laws– Congress or the gas & oil industry?

    There are disagreements between environmentalists and gas / oil companies about the safety of hydraulic fracturing (fracking).  Hydraulic fracturing forcesa mixture of water, sand, and chemicals into rock formations miles underground to release trapped gases.  Environmentalists felt fracking could contaminate rivers and aquifers posing health risks for those using that water.  However, gas and oil companies argue that fracking is a safe practice that has been done for years.  In 2004 the EPA released research claiming “little or no threat” was found during fracking.  However, Weston Wilson, an EPA scientist claimed those findings were “scientifically unsound.”
