Why did China recently blame the West for stalls on climate deals?

    China and the U.S. seem to disagree about who really needs to take responsibility for clean energy efforts. China accuses the U.S. of not taking climate change seriously, as U.S. investment in clean energy added up to merely half of the investment China put in last year, a total of $34.6 billion. Some officials in China claim that the U.S. is trying to pin the blame for emissions on developing countries rather than acknowledging their responsibility as an industrialized country.
