Why did Canada shelve plans for high tech planes to monitor oil spills?

The government ostensibly claims that it would be cheaper to lease out other, newer planes instead of using planes that are older, but have more high-tech equipment on them. However, it is implied that the current government is more interested in funding oil exploration in the Arctic than maintaining the planes. It is also claimed that oil exploration would cost millions of dollars more than maintaining the planes.

After analysis of the aircraft Canada designed to deal with oil spills, the Canadian government came to the conclusion that it would be more cost effective to lease commercial aircraft rather than utilize the planes that were intended for oil spills specifically. Instead, the government has chosesn to spend that money on a strategy that would support Arctic sovereignty. There is speculation that Canada is adopting a ‘hear no evil, see no evil’ approach to oil spills in an effort to continue drilling for oil off the coast.
