Why did BP delay the pressure tests when they placed their cap over the oil spill?

BP delayed the pressure tests for a few days back in mid-July due to a hydraulic leak in the cap, Newsweek reports. This prevented the cap from being fully closed. After replacing the choke line, which had a valve that wasn’t operating correctly, BP spent additional time going over the plan for the pressure tests before performing them.
