Why did the Australian government decide not to move forward with a carbon trade program?

Australia’s failure to pass its carbon trading legislation appears to be politically based, though the main argument against the legislation was the fact that none of the money that would have been raised would go toward developing new technology. The opposition also felt that the timing is wrong, that emissions should be reduced and a carbon trading program established by the country only when an international one was in place.
