    The components that form aluminum as a usable metal for construction and building can be more costly to obtain, while iron ore (the main component of steel) is buy and large much easier to obtain. Steel mills in the USA, Europe, and even now China are more numerous than mills that work with aluminum, and so steel can be made more readily available. Evidently aluminum, after all is said and done, can be almost 7 times more expensive than steel. So mostly, along with demand for the metals, it is the components and process of working with the metals that make steel cheaper to use and produce than aluminum.
