Laws are not the same in all countries. It may be illegal to kill some species in one country but legal in another. In such countries where it is not yet illegal to kill such species, those who kill fish are not seen as offenders.
In most cases international laws are not enforced in some countries while others enforce them. killing of such fish around the territirial waters of the country that does not enforce such laws is not seen as illgal by the country.
I suggest that international law enforcement agents be established to ensure that all countries supporting the kaw abide by it
