California Proposition 23 would suspend the Global Warming Act of 2006 until the unemployment rate drops below a certain percentage for one consistent year.
In effect, it is weighing the importance of jobs against the importance of the environment. It is asking if the voters of California are willing to forego cleaner air, etc. for more jobs in an energy sector that is not necessarily producing “green” energy.
I found an article that discuss this proposition in great detail. I can understand why controversy surrounds it. “Prop 23” reneges AB32, a law that mandates greenhouse gas emissions decrease to a specified level until the year 2020. However, unemployment rates in California must decline to 5.5% or less for FOUR years straight. That is pretty dicey because the economy can change drastically within that time span.
