Why is Brazil so successful with their forest conservation plans?

There are a lot of reasons for this, but one example is a program called Amazon Region Protected Areas (ARPA) that is a partnership between the Brazilian government and WWF. This program basically stemmed from a promise that the Brazilian government had made years ago to triple the area of the Amazon under protection. This program has been hugely successful in helping stop deforestation, etc.
