Why is bow season before rifle season for deer hunting?

I was recently speaking with a member of the New Jersey Department of Fish and Wildlife and he told me one of the reasons they have bow season first is so they can better estimate deer populations. I guess less deer are taken during bow season and so they can then limit hunting with rifles or shotguns if populations are low.
