Why aren’t there financial incentives for recycling paper, like there are for cans and bottles?

For one, paper is much cheaper to make, and while the earth may sustain damage if paper is not recycled, the paper industry will not. Metals are more valuable, and sometimes difficult to obtain, such as with aluminum, and the industry benefits greatly if consumers recycle. Another reason is that metal, glass and plastic can be recycled and used for a variety of different things, whereas paper can only be recycled to be paper.
