Why aren’t spotted seals in Alaska protected by the NOAA?

NOAA determined that the 200,000 spotted seals currently living off of Alaska’s coast would not be affected by changes in ice cover enough to warrant designation as protected. The agency further determined that the seal populations had the option of moving further north in the event their icy habitat was decreased, and could also move onto land.
